El diplomático Todd C. Chapman, postulado este martes embajador de Estados Unidos (EE.UU.) en Ecuador, por orden del presidente Barack Obama, ha sido la "estrella" involuntaria de tremendo escándalo en Mozambique en el 2010 después de ser revelado por Wikileaks como autor de varios informes de inteligencia, muchos de ellos sin fundamento.
En un cable enviado en 2009 por Chapman, entonces encargado de negocios en la Embajada de Estados Unidos en la capital del país africano, Maputo, aparecen los nombres de funcionarios supuestamente vinculados a tráfico de drogas por aceptar sobornos.
Chapman atribuía sus ”revelaciones” a una “fuente” que afirmaba haber "visto personalmente" un alto funcionario [que se nombraba en el cable] "recibir sobornos abiertamente."
Al conocerse el cable de Wikileaks, la “fuente” de Chapman protestó públicamente declarando que tales denuncias nunca habían salido de su boca. "Siento que he sido usado. Otra fuente pretendida de Chapman, el ex ministro de Relaciones Exteriores de Mozambique, Leonardo Simao, negó categóricamente las palabras que le eran prestadas por el norteamericano. Las supuestas declaraciones de Simao estaban contenidas en un cable diplomático de Estados Unidos firmado por Chapman, firmado en mayo 2009.
En su material de inteligencia –característico de un oficial de esta esfera– Chapman hasta a pretender sin prueba alguna que el presidente del país recibió una "comisión de entre $35 y $50 millones" como parte de la compra de la presa de Cahora Bassa de Portugal. Lo que fue negado de forma absoluta.
Según comentarios de la prensa local, al redactar sus comentarios que creía secretos acerca de unas autoridades que rechazaba, Chapman sabía que no tardaría en salir de Maputo para llegar hacia su nuevo puesto, en la embajada de Estados Unidos en Afganistán.
No resistió entonces a la idea de enviar una compilación espeluznante de algunos hechos, una gran cantidad de rumores muchas de su propia fabricación.
Al anunciar el nombramiento de nuevos responsables diplomáticos, Obama dijo estar "seguro" que todos -incluido Chapman- son "experimentados y trabajadores" y "ayudarán a responder a "los importantes desafíos que afronta" Estados Unidos.
Chapman reemplazará en la embajada de EE.UU. en Quito a Adam E. Namm, quien ha encabezado la misión diplomática desde 2012 donde fue objeto de frecuentes criticas gubernamentales por sus lazos controvertidos con la oposición.
Llama la atención que no aparece en la biografia de Chapman que obtuvo una Maestría en Inteligencia Estratégica en 2000 en la Universidad Nacional de Inteligencia de Defensa de los EE.UU.
El diplomático fue el vicecoordinador de Asuntos Económicos en la embajada de Kabul (2010-2011).
En otros momentos, Chapman ha ocupado diversos cargos en las embajadas de EE.UU. en Bolivia y Costa Rica, entre otros países.
El nominado ejerce actualmente como subsecretario principal de Asuntos Políticos y Militares en el Departamento de Estado, puesto al que accedió en 2014.
Anteriormente, Chapman trabajó como “número dos” en la embajada estadounidense en Brasilia de 2011 a 2014, una posición que ocupaba también en la legación de su país en Mozambique, de 2007 a 2010.
